Honoring Veterans: New Legislation Brings Hope for Improved VA Care

This year, we are encouraged by significant legislative efforts aimed at improving the lives of veterans and their families. The recent introduction of the Senator Elizabeth Dole 21st Century Veterans Health Care and Benefits Improvement Act (H.R. 8371) in May 2024 is a comprehensive, bipartisan bill designed to enhance the services and benefits provided by the Department of Veterans Affairs (VA). This legislation is the result of months of collaboration between veterans organizations, such as the Military Officers Association of America (MOAA), and congressional leaders, emphasizing a shared dedication to improving veterans’ well-being.
Key Provisions of the New Legislation

- Long-Term Care Options: The Expanding Veterans’ Options for Long Term Care Act (H.R. 1815/S. 495) would launch a pilot program providing assisted living services to eligible veterans, offering more choices for aging care and support.
- Enhanced Home-Based Services: The Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act (H.R. 542/S. 141) aims to bolster home and community-based services while enhancing support structures for family caregivers.
- Caregiver Program Transparency: The Veteran Caregiver Application and Appeals Reform (CARE) Act (H.R. 4518/S. 1792) seeks to improve transparency in VA caregiver programs, ensuring families have better access to necessary resources and services.
- Chronic Condition Care Improvements: The Improving Whole Health for Veterans with Chronic Conditions Act (H.R. 4150/S. 1954) promises enhancements in healthcare, including dental services for those with chronic conditions like heart disease.
